Transparency International is an international non-governmental organization, leading anti-corruption movement all over the globe. Berlin based Transparency International Secretariat coordinates anti-corruption activities in more than 90 countries of the world through its national chapters. The chapters are independent local NGOs free to choose their own polices and raise funds for their activities. Transparency International is based on the principle that as corruption is a country specific phenomenon, local organizations can be much more efficient that ny efforts taken or imposed from the outside. Transparency Azerbaijan was established in October 2000 by representatives of civil society and academia and fully accredited as a national chapter in October 2001. We work mainly in the areas of public awareness raising, business ethics and research into reasons and forms of corruption in Azerbaijan and ways to reduce this destructive social phenomenon.
The mission statement for the ACRC
We strive to raise public awareness of high degree of corruption in Azerbaijan and its destructive consequences, form a broad anti-corruption coalition and mobilize all sectors of the Azerbaijan society: civil groups, businesses, public sector and media to fight corruption. The Azeri proverb says that "Devils dwell in the darkness and disperse as soon as the light comes out". We see our mission in bringing corruption to the broad daylight.

Transparency International Azerbaijan's (TI-Az) Advocacy and Legal Advice Centres (ALAC) reject the notion that the Azeri people are inherently apathetic in the face of corruption. The ALAC's demonstrate that there are Azeri people who will become actively involved in the fight against corruption when they are provided with simple, credible and viable mechanisms to do so. The ALAC's provide victims of corruption with practical assistance to pursue complaints and address their grievances.While the ALAC's are essentially a grass-roots approach to fighting corruption, they also generate a unique and precious empirical profile about the actual workings of corruption and how it impacts upon the lives of ordinary citizens, in a way which would never be fully understood through surveys and research. Analysis of this information identifies 'soft points' in the system which allow corruption to flourish (e.g., particular legal or administrative loopholes which are common to a number of cases). This provides the ALAC's with clear and specific advocacy targets, meaning that the concerns of ordinary citizens can be translated into systematic changes.
The Chapter's expertiseTransparency Azerbaijan specializes in three main directions:
(i) public awareness raising (organization of seminars, round tables and conferences, media coverage);
(ii) screening of legislation for anti-corruption loop holes and designing recommendations for the government;
(iii) introduction of business ethics principles into practices of local businesses.
