Multi-kilometer stopper formed on Baku-Guba highway
Crash of four Russian trucks “KAMAZ” caused the traffic jam en route.

As deputy chief of the Khizi Regional Department of Road Police Yadigar Jafarov has informed ANS-PRESS, the reason of formation of a stopper became a road accident on 56th kilometer of the highway when four drivers of the trucks did not properly manage to stop due to high speed, thus, violating the road law regulations. Fortunately accident did not result in death, though only one of the drivers sustained easy injuries. The road police resolve the situation and simultaneously investigate the road accident reasons.

Heavy snowfalls in villages of Guba region
The road to Khinalyg village is closed due to heavy snowfall

Workers of road-operational department of Guba region clear the road from snow. Snow in Guba region has blocked a part of Guba-Khinalyg road in Bostanly village of the region. Currently workers of the road-operational department try to clear the snow away. As weather forecasters of the Guba weather service have informed, in some villages of the region the height of a snow cover has reached 23 centimetres and air temperature has decreased to 11 degrees below zero. For the time being, the average temperature of the weather in other villages and in the city itself is minus 2-3 degrees. As the chief of Guba Hydrometeorology Department Shahbala Salmanov informed, yesterday at around 5 p.m. there were observed heavy snowfalls in Khaltan, Gryz and Khinalyes villages of the region. Despite sharp cold snap, no problems with electricity supply have been reported. Frosty weather conditions will keep couple days in the area.

Seminar on environment protection in Guba
Joint seminar by Azerbaijan and Norway governments

Seminar with participation of representatives of State and private industrial enterprises took place in Guba region. During the meeting organized within framework of interactive training program implemented by joined efforts of Azerbaijan and Norway governments there were discussed methods on decreasing pollution and waste products output to the atmosphere. According to ANS-PRESS, Norway-modeled interactive program is being implemented in the capital of Azerbaijan Republic, and, thus, is planned to be implemented in the regions. Such projects along with environment pollution protection lead to profitability of industrial stakeholders as well.

Knifing on wedding in Guba region
A 38-year-old Zaur Pirmuradov has wounded his nephew with a knife

A knifing act occurred between relatives in Guba region. As regional correspondent of ANS-PRESS has informed, Zaur Pirmuradov, 38-years old, has wounded with knife his nephew, Azad Pirmuradov, 29-years old, on the wedding. Z.Pirmuradov who was at that time in a state of intoxication subsequently confessed to the crime. The wounded man has been delivered to the regional hospital. An investigation is being conducted upon the fact.

New automobile bridge will be handed over in Guba region of Azerbaijan
New automobile bridge in Guba region

A new automobile bridge over the river Velvelechay will be handed over within the next few days in Guba region. According to the Press Secretary of “Azeryolservis” the bridge is located on 22nd kilometer of the Guba-Gonagkend route near village Sebetler. The length of the bridge constructed by the company «Korpu Konstruksiya», is 152 running meters, and width is 10 meters. To note the ministry of transport of Azerbaijan serves 22134 km of public roads, 1684 km of them are the international highways, 2 669 km are roads of republican level, 13000 km are of local level, 1500km are roads on territories of Baku, 3300 km are roads in other cities and areas. Total number of bridges is 1201 – APA ECONOMICS informs.

The French grade of apples are grown up in Guba
Pilot garden on the French technology

The Scientific Agrarian Centre within the Ministry of Agriculture and its research institutions develop cooperation with various international centers in sphere of fruit growing. Within the frameworks of the project "Phrase-monger" the Guba Regional Scientific Agrarian Centre grew alien crops from France saplings of various grades of apples, sweet cherry and pears. Apple garden with the area of 24 hectares with grown saplings of various grades is striking. Along with it on the area of 4,5 hectares the pilot garden on the French technology is being projected. For information, regional agrarian and schientific centers were created with the purpose of works of closer cooperation in the field of agriculture, for provoking of access to the necessary scientific and technical information of farmer and private enterprises in various zones of Azerbaijan.

Recent Amendments to the Election Code Discussed in Guba
Another workshop by ABA CEELI

October 2, 2008 - Guba ALAC Project staff, as well as Guba ALAC volunteers, took part at the workshop organized by ABA CEELI and funded by USAID on Recent Amendments to the Election Code. To start the meeting, Parviz Abbasov, Election Law Lawyer, and Anne Pescoe, legal expert from the USA, welcomed participants and asked be active noting that the elections have always been of high importance in life of every citizen of a democratic country. The main goal of the workshop was to acquaint people with guidelines for handling complaints and appeals on Election Law violations within the framework of Continuing Legal Education and Election Activities-2008 Programs. During the workshop participants discussed election-related complaints, got information on how to submit complaints and where to address to in case of law violations. Election attended by about 20 people, among them lawyers, former police officers, representatives from Guba Regional branch of Ministry of Economic Development, Ombudsman, municipality, teachers and volunteers, enclosed by presenting certificates of participation. At the end participants made contacts exchange and election-related books have been granted for Guba ALAC center.

Mobile workshop for educational specialists
OSCE officer to participate at a workshop by Guba ALAC staff

April 16, 2008 - the assemble hall of the secondary school #1 in Nugedi 1 village of Guba region has become a venue for a mobile workshop for a group of educational specialists of the school. The workshop, initiated with the assistance of ALAC volunteer, coincided with the visit of Jana Kasarova, OSCE officer in Baku, to Guba ALAC center. During the meeting ALAC Guba project coordinator made presentation on Transparency International Azerbaijan, gave information about corruption, its forms, consequences, and measures supposed to be taken within the National Strategy on Increasing Transparency and Combating Corruption, followed by the lawyer to present the ALAC project for the participants. As usually, ALAC staff rendered free legal advice to complainers and invited them to ALAC Guba center for further file submitting. The visit of the OSCE officer concluded with her visit to Guba ALAC center and discussion of the project and other issues in the office.

Monument erected to memory of Azerbaijanis killed by Armenian bolsheviks during 1918 March 31 Genocide in Guba region

An eternal flame is placed over the eight-point star in the center of the monument. Inauguration of monument erected to memeory of Azerbaijanis killed by Armenian bolsheviks during Genocide 1918 took place in Guba region on March 31, 2008. ANS PRESS informed an eternal flame is placed over the eight-point star in the center of the monument. The author of the monument as well as Chief of Guba region Executive Power, Rauf Habibov and representatives of community of the region took part in the event. At first, they visited the Guba mass burial discovered last year and put bunches of flowers over victims of Guba genocide. Chief of Guba region Executive Power underlined in his speech that Armenians killed more than 16 thousand people during Guba Genocide in 1918. 122 villages, 6 mosques and 105 houses were ruined by Armenians during the genocide committed on March  31 of 1918.

Another anti-corruption workshop by Transparency International
Transparency International holds seminar for Educational Department of Guba region

March 19, 2008 - Samir Alibekov, Guba ALAC Project Coordinator, and Eldar Kerimov, the lawyer, conducted a mobile workshop for a group of educational specialists of Guba region according to the National Strategy on Increasing Transparency and Combating Corruption. During the meeting ALAC staff made presentation about TA, it`s project, gave extensive information about corruption, its forms, consequences, and measures planned to be taken within the strategy. Participants got acquainted with statistical data of complaints, areas of complaints, and success stories and achievements gained. At the end headmasters of rural schools in Guba villages expressed ideas on hosting analogical workshops for rural school. Thanks to various meetings, seminars, media ads, and leaflets disseminated the center functions more active. It is obvious that the interest of the population towards ALAC Guba has significantly increased, however, people are still cautious to actually file the complaints, which will be the main goal of the next months.
